I am afraid there is no prospect of

Febuary

decision by end of Medch. As regards

publication of Report, it seems to us there

are numerous passages which might have

embarrassing consequences. For instance

there are several references to the

uncertain future of the Colony and there

are others which might we feel give offence

to Chinese nationalist feeling by the

suggestion that the light of British cultur

is needed in darkest China, or which might

arouse suspicion of our intentions by the

references to the spreading of British

influence in China. Decision may therefor

well be to suggest to you that Report shou

not be published. This would involve an

amplification of statement to be made, sin

we should wish to make known the main

recommendations of the Committee, though n

in the terms used by the Committee. Cox h

been consulted and agrees that there would

be objection to publication of Report.
